A new National project transforming cancer care in Portugal with real-world data.

The ONCATS project addresses the growing challenges of cancer care, particularly the rising number and high cost of oncological treatments, by leveraging real-world data (RWD) to support evidence-based decision-making. It aims to create Portugal’s first decentralized Federated Data Space dedicated to Health Technology Assessment (HTA) in oncology, offering a secure, privacy-preserving, and interoperable environment for data sharing and analysis.

Promptly Health

As the coordinating entity of the ONCATS project, Promptly Health leads the design, development, and implementation of Portugal’s first federated data space for oncology. Our responsibilities include:

Developing the federated data infrastructure, enabling secure, privacy-preserving access to real-world data across multiple hospitals—without the need for data transfer.

Driving data harmonization efforts across participating institutions using the OMOP Common Data Model, ensuring data quality, interoperability, and consistency for real-world evidence generation.

Integrating privacy-enhancing technologies (PETs) to enable secure collaboration between healthcare providers, researchers, and regulators.

Empowering stakeholders through intuitive, user-friendly interfaces that facilitate evidence-based decision-making in cancer care.

By bringing together expertise in secure data environments, interoperability, and real-world evidence, Promptly Health plays a central role in enabling value-based oncology and supporting more transparent, informed, and sustainable healthcare decisions across Portugal.

Local Health Unit of Coimbra

As a core partner in the ONCATS project, Unidade Local de Saúde de Coimbra plays a key role in enabling the practical implementation of Portugal’s first federated data space for oncology. Our contributions focus on the following areas:

  • Providing the institutional and technical infrastructure required to deploy the federated network, supporting secure, decentralized analysis of real-world oncology data.

  • Leading the project’s communication and dissemination efforts, ensuring the active engagement of healthcare professionals and the broader community in the adoption of evidence-based, data-driven practices.

  • Coordinating the harmonization and integration of clinical data within the OMOP-CDM, strengthening the quality and comparability of data across participating centers.

  • Promoting patient-centered care by aligning data-driven innovation with the goal of improving patient experience and supporting personalized oncology pathways.

Through our active involvement, Unidade Local de Saúde de Coimbra reinforces its commitment to research, innovation, and continuous improvement in oncology care—contributing to more effective, efficient, and sustainable decision-making across the Portuguese health system.

Faculty of Medicine of the University of Porto

As the academic and research partner of the ONCATS consortium, the Faculty of Medicine of the University of Porto (FMUP) plays an active role across all work packages of the project. In addition to contributing methodologically and scientifically to multiple activities, FMUP leads Work Package 4 – Data Analysis and Evidence Generation. Within this scope, FMUP is responsible for:

conducting real-world data analyses to evaluate the clinical effectiveness and cost-effectiveness of oncological technologies;

  • refining the use cases and developing robust health economic models; and improving analytical frameworks through variable refinement and methodological enhancements.

FMUP also supports other work packages by contributing to the definition of variables, selection of relevant outcomes, and identification of the most appropriate methods for clinical effectiveness assessment and Health Technology Assessment (HTA). As the consortium’s academic and scientific leader, FMUP ensures the application of rigorous, state-of-the-art HTA methodologies and brings essential expertise in clinical research, health data science and health decision sciences — reinforcing the scientific quality, translational impact, and policy relevance of the ONCATS project.

Portuguese Oncology Institute of Porto

As a leading clinical partner in the ONCATS project, IPO Porto is responsible for modeling the strategic direction of the initiative and ensuring its relevance to real-world oncology care. Our responsibilities include:

  • Leading the definition of clinical and economic use cases that ONCATS federated data space will use as pilots’ studies.

  • Identifying patient cohorts, clinical scenarios, and therapeutic areas with high impact on the healthcare system—particularly innovative oncology treatments.

  • Defining the key clinical, sociodemographic, and economic variables to be analyzed, ensuring the project’s outputs align with current evidence needs in oncology.

  • Contributing to the development of analytical frameworks focused on real-world effectiveness and economic evaluation of cancer technologies.

  • Providing support for the development of federated network.

  • Bringing deep expertise from previous health technology assessment (HTA) projects to identify current limitations and position ONCATS as a differentiator in the field.

Through its leadership in clinical research and oncology innovation, IPO Porto ensures the ONCATS project addresses real-world challenges in cancer care—supporting better decisions, safer treatments, and more efficient use of healthcare resources. *****
